“Temporary permission to remove and attach license plates for efficiency of car maintenance work”

In order to save working hours and costs at car maintenance sites, measures will be implemented to allow maintenance operators to temporarily remove license plates during car maintenance periods within the workplace.
Representative Park Sang-hyuk (Democratic Party of Korea, Gimpo-eul, Gyeonggi-do) announced on the 7th that he proposed a bill to revise the Automobile Management Act to the National Assembly.
The current law requires permission from the head of a metropolitan government to remove the registration plate, and the car owner applies for a seal to the head of a metropolitan government for issuance.
However, it has been pointed out that such regulations are inefficient because they have to visit administrative agencies to obtain prior permission every time even if the license plate is removed during vehicle maintenance.
In addition, the seal for attachment must be applied and issued by car owners, causing inefficiency and inconvenience in time and cost, and there is a problem that punishment regulations must be applied even in cases of attaching and detaching license plates due to emergencies.
In response, Park said, “We will allow car maintenance operators to remove license plates if they temporarily remove them during the maintenance period, and revise related laws so that not only car owners but also maintenance companies can apply for seals to metropolitan heads.”
However, the application, installation, and follow-up management of seals that require strict management will be operated in accordance with the provisions of the Ministry of Land, Infrastructure and Transport.
